When and why is U.S. visa denied?

U.S.Consular Chief Robert Romanowski, Uzbekistan: "... because they haven't demonstrated that they intend on returning to their home after a brief travel to the United States. That's per the regulations of that visa class that every visa applicant has to show they are not an intending immigrant."
